You could require they turn inthe eggs for dedicated prizes depending on the number they find, that way you could resue the same egss year to year, rather then filling them with anything and letting kids keep them. You could always just hide prizes and choclate eggs as i know some districts do, eliminating plastic eggs all together!
You could purchase bulk wooden eggs, paint them and have differant colors mean differant prizes, again reusing them each year.
Personally, I think it is wonderful to see you are trying to find alternatives, way to go!
